PROBLEM TO BE SOLVED: To provide an easily treatable powdery fiber-softening agent composition having an extremely small content of water. SOLUTION: The powdery fiber-softening agent composition includes (a) 10-90 mass% of a higher alcohol and/or a derivative thereof, (b) 5-35 mass% of a cationic surfactant, and (c) a polyhydric alcohol and/or a polyethylene glycol, and is regulated so that the melting point of the gel formed out of the components (a) and (b) in the composition may be≥50°C, and the content of the water may be≤10 mass%.
