PROBLEM TO BE SOLVED: To provide a hair-styling emulsion composition which is an emulsion formulation wherein an oily component and water are emulsified, is capable of achieving excellent emulsion stability over time, even when compounding 12-hydroxystearic acid, and is excellent in spreadability on hair and hair-styling property. SOLUTION: The hair-styling emulsion composition comprises (A) waxes in solid state at room temperature and/or hydrocarbons in solid state at room temperature, (B) sorbitan fatty acid ester and/or polyoxyethylene sorbitan fatty acid ester, (C) 12-hydroxystearic acid, (D) hydrocarbon oil in liquid state at room temperature and/or ester oil in liquid state at room temperature and (E) water.
