PROBLEM TO BE SOLVED: To provide a mobile communication system capable of easily setting a radio parameter which is used in a base station device so as not to interfere with the surrounding cells while suppressing consumption of radio resources, and to provide the base station device, a mobile station device and a base station controller, which constitute the mobile communication system. SOLUTION: The base station device 11 is provided with an infrared communication part 23 for base stations, and scrambling code numbers of other radio base station devices constituting an in-range cell of the mobile station device are given from an infrared communication part 36 for mobile stations of the mobile station device. A scrambling code which should be used in the radio base station device 11 is determined by a scrambling code determination part 26 based on the given scrambling code numbers, and a scrambling code corresponding to the number is generated by a scrambling code generation part 24.
