<P>PROBLEM TO BE SOLVED: To prevent a third person except an operator from climbing a steel tower, and to prevent a hindrance to the operator's operations. Ž<P>SOLUTION: A slide bar 5A for preventing the third person from climbing the steel tower 1 is slidably attached to a V-shaped plate 8, fixed to the steel tower 1, by a guide member 9A. A plurality of notches 9b of the guide member 9A keep the engaged slide bar 5A in an almost horizontal state, and keep the slide bar 5A in an almost vertical state. Additionally, the slide bar 5B is also similarly constituted. This constitution enables the unfolding and folding of the slide bars 5A and 5B. Thus, since the slide bars 5A and 5B can be easily folded when the operator performs operations by climbing the steel tower 1, the slide bars 5A and 5B are not a hindrance to the operations.
