<P>PROBLEM TO BE SOLVED: To generate electric power by a floating buoy, since efficiency of power generation is undesirable in an air turbine using air compression by rising-lowering of a wave, or the like. Ž<P>SOLUTION: The floating buoy 2 and a floating buoy cover 1 are installed on a vertical bar 3, and a free joint part 12 is connected, and a lever bar bent-shaped gear 6 on the generator 9 side of a lever bar 4 and a freewheel gear 7 are meshed. When a wave 18 lowers, it lowers by idly rotating by a weight in the floating buoy 2, a weight of the vertical bar 3 and the lever bar 4 and a ratchet mechanism of the freewheel gear 7. When the wave 18 rises, it rises by buoyancy of the floating buoy 2, and the lever bar bending-shaped gear 6 rotates the freewheel gear 7, and rotates an installed and fixed generator rotary bar 8, so that a generator 9 generates electricity.
