<P>PROBLEM TO BE SOLVED: To prevent a disk array from being started for data access after stopping a disk array once. Ž<P>SOLUTION: A virtual tape device 1 includes: a plurality of disk arrays 31 and 32 configured of a plurality of hard disks associated with each other; and an MA control part for controlling the operating states of the plurality of disk arrays 31 and 32. When the MA control part sets one disk array into an inactive state, the virtual tape device 1 preliminarily duplicates a virtual tape stored in one disk array to be set in an inactive state to the other disk array.
