<P>PROBLEM TO BE SOLVED: To provide an encoding device 1 and a digital audio device 10, which prevent the efficiency of resumed encoding process from being deteriorated when a power supply is interrupted during encoding an audio signal from a music CD 5 to an encoded audio signal to be recorded on a recorder 7. Ž<P>SOLUTION: The encoding device includes: an encoding processing part 2 for encoding the audio signal by frame, and a bit reservoir control part 3 which outputs information on the number of surplus bits for each frame to the encoding processing part 2 at the encoding process, acquires information of the number of surplus bits in a final frame recorded on the recorder 7 at a resume process and outputs the information on the number of surplus bits to the encoding processing part 2.
