PROBLEM TO BE SOLVED: To remedy the situations, where only predetermined procedures are considered as correct answers, while procedures other than those are decided as being failures and that operation activities of a trainee are decided as being wrong operation activities, when redundant but harmless operation activities of the trainee are involved. SOLUTION: The skill of the trainee is properly evaluated by checking the operation activities of the trainee from two points of view. One is whether there are any operation activities harmful to the service in the operation activities of the trainee, and the other is whether the operation activities of the trainee are lacking in what is required for the service.
