<P>PROBLEM TO BE SOLVED: To provide a device mounted to equipment provided with a liquid hydrocarbon internal combustion engine which decreases pollution emission and saves fuel of a boiler having liquid hydrocarbon. Ž<P>SOLUTION: A pure oxygen mixing device and ion generation molecules in a fuel mixing device are combined and interact with molecules of the liquid hydrocarbon so as to temporarily change the structure to be easily vaporized. The molecules are activated through the fuel mixing device under action of combination generated by a structure that a copper wire coil is winded around a ceramic in the fuel mixing device so as to obtain temporary change in a molecular structure of hydrocarbon.
