<P>PROBLEM TO BE SOLVED: To stably produce high-pressure hydrogen by water electrolysis in a simple process. Ž<P>SOLUTION: A unit cell 14 composing a water electrolysis apparatus 12 sandwiches an electrolyte membrane-electrode structure 32 between an anode side separator 34 and a cathode side separator 36. In the each unit cell 14, a first passage 54 through which water is supplied and also in which oxygen is generated by a reaction and a second passage 58 in which high-pressure hydrogen is generated by a reaction are formed. The operating method includes the steps of: electrolyzing water by applying bath voltage to the water electrolysis apparatus 12; detecting a fluctuation of the bath voltage during the water electrolysis treatment; and adjusting the pressure of water supplied to the first passage 54 according to the fluctuation of the bath voltage.
