PURPOSE: A fuel cell system and a controlling method thereof are provided to minimize the structure of a humidifier, and to reduce the power consumption of the system. CONSTITUTION: A fuel cell system(100) comprises the following: a fuel processing device(20) supplying the hydrogen-containing fuel gas; an oxidant gas feeder(30) supplying oxygen-containing oxidizing gas; a fuel cell stack(10) generating an electric chemistry reaction using the fuel gas and the oxidant gas; a cooling device cooling the heat generated from the fuel cell stack; heat recovery device(60) collecting waste heat from high temperature cooling water supplied form the cooling device; and a steam generator(70) generating steam with the waste heat and humidifying the system using the steam.
