A clamp (10) includes polymeric body portions (12,14) connected by a living hinge (57). A retention section (16,29) is created in each body portion (12,14). Elastically deflectable material insert members (22,33) have injection molded features adapted to engage to the retention sections. An electrically conductive material is included with the elastically deflectable material to render the clamp electrically conductive.
