PURPOSE: A cooking oil spray apparatus for coating the surface of cutlet, and a making method of unheated cutlet are provided to reduce harmful trans fat from conventional cutlet using meat or fish. CONSTITUTION: A cooking oil spray apparatus for coating the surface of cutlet comprises the following: a multi-layer conveyor belt(10) transporting one object(20) selected from meat, fish, fowl, fruit, vegetable, and grain; a mesh member(11) in which the object is placed; and multiple upper cooking oil supply pipes(12), an upper mist nozzle(14), and a lower mist nozzle located on the upper and the lower side of the conveyor belt.
