PURPOSE: A hybrid on board unit, a traffic information collecting and servicing system using the same, a method thereof, and a recording medium thereof are provided to contribute to the advancement of ITS(Intelligent Transportation System) by regulating the information message format between a road side unit and an integrated on-board unit. CONSTITUTION: A first transceiver(120) transmits and receives application service data and traffic information data by using the road side equipment and a dedicated short range communication. A second transceiver(130) receives the traffic information data from an information display terminal(300). The expanded application service data is transmitted. A core unit(110) is connected to the first transceiver and the second transceiver.
