The device has a cylindrical hollow body (2) closed at an end at an interior of which a spherical mobile mass (3) is found. Two elastic elements e.g. springs (4, 4'), are located at two closed ends of the cylindrical hollow body that consists of two half shells (2', 2''). The spherical mobile mass is linearly guided by four longerons that are located inside each half shell. The cylindrical hollow body has a tube whose ends are closed by two closing elements. The springs are fixed on each closing element.
