PURPOSE: A non-volatile storing device is provided to be flexibly applicable by combining a forgery preventive function and an erasable storing function. CONSTITUTION: A non-volatile storing device includes a storing unit, a unit for receiving an access changing instruction, and a unit for changing access in response with the access changing instruction. An access prior to the access changing instruction is received stores data in the storing unit. An access after the change of the access reads at least part of pre-stored data. The access to the part of pre-stored data is in an irreversible state.
