<p><P>PROBLEM TO BE SOLVED: To allow spike-like charge/discharge currents for eliminating sulfation in a storage battery while reducing power consumption. <P>SOLUTION: An inductor 11 is connected to a storage battery 10 through first and second switch elements 12 and 13 that are opened/closed according to the control signal from outside, and is also connected to the storage battery 10 through first and second diodes 14 and 15.
