<P>PROBLEM TO BE SOLVED: To provide a base station (femtocell) which performs handover from a public base station of a guest terminal to the own base station by registering the guest terminal into the own base station. Ž<P>SOLUTION: The base station (femtocell) 100 is a base station of a mobile communication system having restriction functions which permit communication only for registered terminals. The own base station 100 includes: an acquisition portion (an antenna 110, a wireless communication transmitting and receiving section 120 and a controller 150) which acquires a request of handover from a registered terminal 200 to the own base station, the request including an identifier of a guest terminal 300 connected to the public base station 400 and not registered into the own base station; and a controller 150 which performs control in such a way that the identifier of the guest terminal 300 is registered into the own base station, and the request of handover is transmitted to the guest terminal 300 via the public base station 400 while appending own base station information (femtocell information) to the request of handover.
