PROBLEM TO BE SOLVED: To provide a monitoring and control device which eliminates the need for a mechanical switch for detecting a panel unit being mounted while suppressing trouble occurring when the panel unit is mounted on a body unit. SOLUTION: The body unit 6 has a power source 23 for detection which supplies electric power to an electric path Le for detection connected to a panel side connector 80 when both connectors 68 and 80 are connected to each other, and a detection means 21 detects whether both the connectors 68 and 80 are successfully connected to each other by monitoring the potential at a connection point between the power source 23 for detection and body side connector 68. A power supply control means 22 makes on/off control over a power supply switch 24 interposed between a power supply circuit 10 and the body side connector 68, and turns on the power supply switch 24 on receiving a control input from the detecting means 21 when the detecting means 21 determines that both the connectors 68 and 80 are connected to each other, thereby starting supplying electric power from the power supply circuit 10 to the body side connector 68.
