<P>PROBLEM TO BE SOLVED: To provide a method of forming a photocatalyst membrane capable of strengthening the bonding of photocatalyst particles inside the photocatalyst membrane and the bonding of the photocatalyst particle of the photocatalyst membrane and a transparent electrode. <P>SOLUTION: In the transparent electrode (3) comprising a transparent substrate (1) and a transparent conductive film (2) on it, metal oxide sol is electrostatically applied on the transparent conductive film (2), the generated coating film is calcined at a low temperature, and thus the photocatalyst membrane is formed.
