<p><P>PROBLEM TO BE SOLVED: To provide an IP communication system using an IP communication network, as a method of communication between terminals in an integrated information communication system, without using dedicated lines or the Internet, and ensuring communication speed, communication quality, communication trouble countermeasures and the like in a unified manner, wherein security and reliability in communication is ensured almost without changing a private address system; and further, to provide a fundamental inter-terminal communication method for IP telephone communication. <P>SOLUTION: There is provided the IP communication system using the IP communication network according to the method of communication between terminals in an integrated information communication system wherein two or more logic terminals are included, the logic terminals are connected to a terminal, a receiving-side logic terminal that is a transmission destination is determined on the basis of receiving-side logic terminal identification information included in a received internal packet, an IP packet is formed on the basis of the internal packet, and the formed IP packet is transmitted from the determined receiving-side logic terminal to a receiving-side terminal.
