<P>PROBLEM TO BE SOLVED: To reduce the rotational torque of a roller, in a wet developing device. Ž<P>SOLUTION: A bias voltage having the same polarity as that of toner is applied to a supply roller 142 for moving the toner from the supply roller 142 to a support roller 143, when the developing device is started. Thus, developer whose toner concentration is low is supplied to the supply roller 142 and a developing roller 141. As a result, the torque of the respective rollers 141 to 143 is reduced.
