<P>PROBLEM TO BE SOLVED: To provide a facility for alleviating a heat island phenomenon which is easily installed and easy in maintenance. Ž<P>SOLUTION: This device for cooling by latent heat of vaporization includes a shell part in which a mist dispersion port for letting out mist opens, and a nozzle part of a mist generating means at a rear side of the shell part. This cooling device does not discharge mist directly into air like conventional cooling devices. This cooling device temporarily discharges mist at the rear side of the shell, and thereafter lets the mist be jetted to the front side of the shell part from the mist dischage port of the shell part. This allows the mist to evaporate at the front side of the shell part, take away latent heat of evaporation from surrounding air, and exhibit a cooling effect. Further, the mist generating means can generate dry mist such as micromist and nanomist as the mist. The dry mist has a particle diameter of about thirty microns or less and is extremely minute, so that the mist immediately evaporates and does not become water droplets.
