<p><P>PROBLEM TO BE SOLVED: To provide an on-vehicle network device for controlling equipment connected to an on-vehicle network such that the communication bandwidth of the limited on-vehicle network is effectively utilized and unrequired consumption power is not consumed in safe traveling. <P>SOLUTION: A safety level detection part 142 determines a safety level of one's own vehicle using state management information for indicating the traveling state of the own vehicle and driving operation information for indicating driving operation by a driver input from input terminals 24-27 and an obstacle detection information for indicating the peripheral circumstance of the own vehicle input from a camera. The network management part 141 allots the communication bandwidth making the camera preferential according to the safety level if the own vehicle is dangerous, and suppresses the communication bandwidth allotted to respective equipment units connected to the on-vehicle network.
