PROBLEM TO BE SOLVED: To provide a supplying and discharging device capable of feeding outside air into a case body, discharging air and water in the case body out of it, and being miniaturized and simplified. SOLUTION: This supplying and discharging device includes an intake valve 6 being opened when the pressure of outside air is higher than the internal pressure of the case body, a waterproof ventilation membrane 7 positioned on the downstream side of the outside air flowing in through the intake valve 6 and having water impermeability and air ventilation property, and a discharge valve 4 being opened by a force from an inner side of the case body. When the pressure of outside air becomes higher than the internal pressure of the case body, the intake valve 6 is opened, and outside air flows in, passes through the waterproof ventilation membrane 7, and flows into the case body K1. On the other hand, when the internal pressure of the case body becomes higher than the pressure of outside air, the discharge valve 4 is opened and air and water-drops in the case body K1 flow outside the case body.
