Provided is an epoch-making fluid reformer wherein only a small installation place is required, field adjustment can be performed uniformly without clogging pipes, use of chemicals is not required or minimized if any, various germs can be treated, and every fluid including water can be purified and reformed. The fluid reformer is characterized by comprising (a) a fluid-purifying container (10) having an inlet (14) for introducing fluid to be purified and an outlet (15) for making the purified fluid flow out, (b) one or a plurality of pairs of AC application electrodes (3a, 3b) contained in the container (10), (c) a tubular ground electrode (3d) arranged to surround the outer circumference of the AC application electrodes (3a, 3b), (d) a polarity switching circuit (2) connected with the AC application electrodes (3a, 3b) and switching between the polarities of the electrodes (3a, 3b), and (e) a constant current power supply (1) having a current detecting section (SR) for detecting the current flowing between the AC application electrodes (3a, 3b) during treatment of fluid and keeping the current detected at the current detecting section (SR) at a constant level.
