First map data configured to include address information indicating the address of a building or a lot and dot coordinate information indicating dot coordinates for representing the position of the building or the lot as a dot and second map data configured to include shape coordinate information indicating a coordinate group for representing the planar outer shape of the building or the lot are read, it is judged from the dot coordinate information included in the first map data and the shape coordinate information included in the second map data whether or not the address information corresponding to the dot coordinate information and the shape coordinate information are associated with each other, and when it is judged by an association judging means that both are associated with each other, association information for associating the address information corresponding to the dot coordinate information and the shape coordinate information with each other is generated.
