PROBLEM TO BE SOLVED: To solve the problem that when forming a transparent image so as to cover color images fixed on a sheet, glossiness in an area where the transparent image is formed is lowered, that is, when transparent toner is selectively applied to an area where a user desires to partially increase the glossiness, the glossiness in the area where the transparent image is formed is lowered against user's intention, consequently, a printed matter having high glossiness in the area of the sheet corresponding to the area where the user desires to increase the glossiness cannot be obtained. SOLUTION: When forming the transparent image so as to cover the color image fixed on the sheet, the transparent toner is applied to an image formable area other than the area where the user desires to increase the glossiness.
