PROBLEM TO BE SOLVED: To provide a recording head capable of well covering a control wiring with a protective material, and to provide a recording apparatus. SOLUTION: A thermal head 10 includes: a heat storage layer; a plurality of heat generating parts 41 arranged along the main scanning directions D1 and D2 on the heat storage layer; a control IC 70 for controlling a plurality of the heat generating parts 41; a plurality of first electrically-conductive layers 51 for electrically connecting a plurality of the heat generating parts 41 with the control IC 70; and a protective layer 60 for covering a plurality of the heat generating parts 41 and part on the heat generating part 41 side in a plurality of the electrically-conductive layers. The heat storage layer 30 has a plurality of recessed parts 31a extending along the gaps of a plurality of the electrically-conductive layers 50, and the surface roughnesses of a plurality of the recessed parts are smaller than the surface roughnesses of the side face 512a of a second wiring part 512 of the first electrically-conductive layer 51. Sections which are not covered with the first protective layer 61 of the first electrically-conductive layer 51 and the gaps between control wirings 51 are covered with the second protective layer 62 formed by curing a precursor with a fluidity.
