<P>PROBLEM TO BE SOLVED: To more inexpensively provide a key unlocking management system with high security, which saves labor and a time for receiving a key, when a person has to make an urgent entry into facilities etc. where internal conservation is generally in a locked state. Ž<P>SOLUTION: Locking is performed by an electric combination lock 2, while a combination of figures for unlocking is changed periodically by a key management server 8. Further, the changed combination is transmitted to the electric lock 2 from a communication portion 10 and stored in an authentication number registration area 6 of the electric lock 2. For unlocking, connection to a URL of the key management server 8 is established by a portable information terminal 11. When a user's own ID number and a password are confirmed after their input, the user is notified of an authentication number after completing predetermined procedures. When input data input from a number input portion 3 of the key coincide with the authentication number stored in the authentication number registration area 6, the lock is released by a control portion 7 of the key.
