<P>PROBLEM TO BE SOLVED: To provide a rubber composition for a base tread capable of obtaining high rubber strength, being excellent in steering stability and also having sufficient rolling-resistance and processability, and a tire produced using the composition. Ž<P>SOLUTION: The rubber composition for the base tread contains a diene based rubber and a hydrogenated liquid polybutadiene, and a content of the hydrogenated liquid polybutadiene is 1-10 pts.mass based on 100 pts.mass of the diene based rubber. A number average molecular weight is 600-20,000 and a hydrogenation ratio of a double bond is 20-60 mol%. The tire having a base tread produced using the rubber composition is provided.
