<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a cement composition, capable of controlling variation of strength of the cement composition at hardening, even when large amounts of industrial waste or industrial byproducts are used as cement materials. Ž<P>SOLUTION: The method for manufacturing the cement composition comprises a step of mixing a cement clinker and gypsum and pulverizing the resulting mixture, provided that the cement clinker is obtained by firing a raw material comprising at least one chosen from the group consisting of limestone, silica, coal ash, blast furnace slag, surplus soil from construction, sewage sludge and iron source. In the step, at least either the consumption unit or firing condition of the raw material of the cement clinker is adjusted based on the measured axial angle β of an alite phase in the cement composition.
