PROBLEM TO BE SOLVED: To determine the accurate call state of a speaker, by using a conversational featured value which is a conversational feature. SOLUTION: The call state determination device 100 for determining whether a first speaker having a telephone call with a second speaker is in a first state or in a second state, includes the steps of: detecting utterance sections of the first speaker and the second speaker; extracting the predetermined number of utterance pairs as a segment; calculating the conversational featured value related to the utterance condition for each utterance pair; calculating a feature vector by summing up the conversational featured value for each segment; calculating a first state score by substituting each element of the feature vector for a predetermined discriminant; determining that the segment is a first state segment, when the first state score is a predetermined first threshold or more; and outputting information that the call state is the first state, when the first state segment is a predetermined second threshold or more.
