A method for processing cell out-of-service failures is disclosed in the present invention. The method includes the steps of: monitoring and receiving a cell out-of-service alarm; according to the obtained cell out-of-service alarm, attempting to repair the cell automatically when it is confirmed that the alarm is a hardware resource alarm and that there are replaceable hardware resources. A device for processing cell out-of-service failures is also disclosed in the present invention, including: a failure monitor module, and a failure automatic repair module. By using the present invention, it is possible to reduce the cost of operation and maintenance, shorten the time for solving problems, and improve the efficiency of failure process.
