<P>PROBLEM TO BE SOLVED: To provide a composition for forming an underlayer capable of enhancing both short circuit current density and an open-end voltage of a solar cell suitable for modulation. <P>SOLUTION: A photoelectrode contains an organic titanium chelate complex and a viscosity control agent, and the organic titanium chelate complex is at least one kind selected from a group consisting of titanium di-isopropoxide (bis 2,4-pentanedionate), titanium di-n-butoxide (bis 2,4-pentanedionate), titanium di-isopropoxide-bis (ethyl acetoacetate), titanium di-isopropoxide-bis (tetra-methyl-heptane-dionate), titanium tetraacetylacetonate, titanium octylene glycolate, titanium peroxo-citrate complex, titanium lactate, and titanium triethanolaminate.
