PROBLEM TO BE SOLVED: To provide a radar image signal processing apparatus which spectrally analyzes phase difference distribution and removes topographic phase neither too much nor too little, thereby detecting changes in the surface of the earth. SOLUTION: The radar image signal processing apparatus includes: a storage unit for storing a plurality of radar images acquired by observing the same area from different trajectories; a phase difference calculation unit for calculating the phase difference distribution of the plurality of stored radar images acquired by observing the same area; a spectral analysis means which spectrally analyzes the phase difference distribution to calculate the frequency spectrum of the phase difference distribution; a topographic spectrum calculation means for determining a topographic phase spectrum from the frequency spectrum of the phase difference distribution through comparison with either one of a threshold, simulation on topographic phase caused by a trajectory difference, and past topographic phase spectrum data; an inverse conversion means which performs inverse conversion on the determined topographic phase spectrum by the spectral analysis means to determine topographic phase; and a topographic phase removal unit for removing the determined topographic phase from the phase difference calculated by the phase difference calculation unit.
