PROBLEM TO BE SOLVED: To provide a dehumidifier enabling a person to feel gentle outside air even in a building such as a skyscraper, and also to provide the building including the dehumidifier. SOLUTION: The dehumidifier 1 is installed in the outer periphery of the building, and outside air taken in from outside to inside of the building is made to pass through the dehumidifier 1 and is cooled and dehumidified by the dehumidifier 1. The dehumidifier 1 includes a louver 2 constituted by juxtaposing a plurality of blades 5 for making a refrigerant W flow for cooling in the vertical direction T3 at predetermined intervals.
