<P>PROBLEM TO BE SOLVED: To provide a terminal state notification method effectively utilizing a communication band when notifying that a destination terminal cannot respond, in a communication system for performing communication by establishing a session, and to provide the communication system. Ž<P>SOLUTION: The communication control method is performed by the communication system including a TA communicating with a first terminal, and a control device connected to the TA for controlling communication between the first terminal and a second terminal by performing session control between the first terminal and the second terminal. In the method, when receiving a connection request to the first terminal from the second terminal, the control device transmits the connection request to the TA; when the first terminal is in a state response is impossible when the TA receives the connection request from the control device, the TA transmits, to the control device, state information that the first terminal is in a state impossible to respond; and, when receiving the state information from the TA, the control device transmits, to the second terminal, response impossibility information that the first terminal is in the state impossible to respond.
