PURPOSE: A noise measuring system on a power stabilizing circuit net, a tunable filter, applied it, and a noise measuring system on a power stabilizing circuit net, are provided to measure the size of the exact noises in the operation forbidden band by attenuating by only using the signal of the specific frequency band with a filter. CONSTITUTION: A power stabilizing circuit net(10) comprises a power input portion(11) for being input an external power supply, a power output part(12) and an output unit(13) for instrumentation. The power output part supplies the power source to a power line communications modem. A filter(30) is connected to a power stabilization network. The filter comprises an information input unit for inputting information to an operation forbidden band. An EMI measuring device(40) is connected to the filter.
