PURPOSE: A rough road detection system for a vehicle and a method thereof are provided to exclude the use of a wheel speed sensor and reduce manufacturing costs by determining a rough road through a rough-road determining device. CONSTITUTION: A rough road detection system for a vehicle comprises a signal detection unit(100), a signal change ratio output unit(200), a mean value calculation unit(300), and a rough-road decision device(400). The signal detection unit detects the output signal of a throttle position sensor mounted on the vehicle. The signal change ratio output unit produces the change rate of the detected throttle position sensor signal. The mean value calculation unit produces a moving mean value about the calculated change rate. The rough-road determining device determines rough roads.
