<P>PROBLEM TO BE SOLVED: To provide a flame-retardant resin composition being excellent in cold-resistance and wearing-resistance when a metal hydrate such as magnesium hydroxide is used as a flame-retardant, and an insulation electric wire. <P>SOLUTION: The flame-retardant resin composition contains the flame-retardants containing the metal hydrate as a main component and a base resin, the base resin comprises two or more of polyolefin-based resins having a modulus of elasticity of 2,000 MPa or more, and a melt flow rate (MFR) of at least one or more of the polyolefin based resin is 5 g/10 min or less. At this time, the base resin may contain the polyolefin-based resin having a melt flow rate (MFR) of 5 g/10 min or more. As the polyolefin-based resin, the polypropylene resin having a functional group is preferable.
