PROBLEM TO BE SOLVED: To provide a method for constructing a heat-insulating composite panel on a wall surface and the like capable of coping with unevenness which may exist on a concrete surface, and of preventing the internal dew condensation of the concrete surface. SOLUTION: When the heat-insulating composite panel 1 is constructed by being pressure-fitted onto a concrete wall surface 2 etc., an adhesive 3 is applied in ridge shapes in two directions 3a, 3b crossing each other, at a position high enough to absorb the unevenness on the concrete wall surface 2 and the like over the whole surface of the heat-insulating composite panel 1 to be pressure-fitted. Subsequently, the heat-insulating composite panel 1 is pressure-fitted to the concrete wall surface 2 and the like in such a way as to push and spread the adhesive 3. Thus, the heat-insulating composite panel 1 can be surely bonded even to the unevenness on the concrete wall surface 2 and the like by having the adhesive 3 high on the whole surface so as to absorb the unevenness. Also, by pushing and spreading the ridge-shaped adhesive 3 in the two directions 3a and 3b crossing each other the gap 4 between the heat-insulating composite panel 1 and the concrete wall surface 2 and the like is reduced while the internal dew condensation is prevented by inhibiting movement of the slightly-remaining air in the gap 4.
