<P>PROBLEM TO BE SOLVED: To provide an information recording and reproducing apparatus which can easily set up optional scenes on the thumbnail still images of the title. Ž<P>SOLUTION: The DVD recorder 100 incorporating an HDD includes: a checker (a function of the controller 8) to check whether a certain function key is depressed or not on the DVD recorder 100 incorporating an HDD or on the remote control transmitter 101 when reproducing or recording titles; and a thumbnail still image setup section (a function of controller 8) to set up the scenes reproducing or recording when that function key was depressed on the reproducing or recording title thumbnail still images or their candidates, when the checker decides that key was depressed.
