PROBLEM TO BE SOLVED: To make an apparatus excellent in sound absorption cost performance and compact. SOLUTION: The apparatus includes a discharge electrode 1, a counter electrode 2 opposed to the discharge electrode 1, a liquid feeding means 3 that feeds a liquid to the discharge electrode 1, and a high voltage applying means 4 that applies a high voltage between the discharge electrode 1 and counter electrode 2, and is configured such that the liquid fed to the discharge electrode 1 is electrostatically atomized by applying a high voltage to produce a charged corpuscle liquid and simultaneously release the produced charged corpuscle liquid from a hole 5 enclosed by the counter electrode 2, wherein the center of the hole 5 enclosed by the counter electrode 2 is positioned on an extension in the forward direction of an axis of the discharge electrode 1 and is connected to the rear end of a release path 8 that releases the charged corpuscle liquid to the hole 5 enclosed by the counter electrode 2, and a silence material 6 enclosing the release path 8 is provided to expose the silence material 6 on the entire circumferential wall surface or a substantially entire circumferential wall surface of the release path 8.
