PROBLEM TO BE SOLVED: To provide a license plate reading apparatus and a license plate reading system that can dispense with periodic checks of zoom/focus adjustment on a camera part. SOLUTION: A zoom adjustment part 4f executes a zoom adjustment process of the camera part 4a such that the width of a license plate in a captured image is within a width target area as a predetermined zoom adjustment target value. A focus adjustment part 4g executes a focus adjustment process of the camera part 4a such that a luminance difference between character and ground colors of the license plate is not less than a luminance difference target value as a predetermined focus adjustment target value. When determining that the license plate included in the captured image is a license plate designated for focus adjustment, the focus adjustment part 4g uses the license plate in the focus adjustment process of the camera part 4a.
