PROBLEM TO BE SOLVED: To perform handover of a wireless terminal which does not mount a handover function. SOLUTION: A wireless AP 2 acquires information about communication quality of a wireless terminal 3 which is attributed to itself and periodically notifies a router 1 of BSSID (Basic Service Set Identifier) individually granted to the wireless terminal in communication and the information about the communication quality acquired. When the router 1 determines that handover is necessary according to the communication quality received, it notifies a plurality of wireless APs 2 of the received BSSID and requests communication quality to be measured. Then, a wireless AP2 which returns the best communication quality is reported to the wireless AP2 which has reported BSSID as a connection switched party. The wireless AP2 to be the connection switched party performs attribution processing of the wireless terminal 3 which uses the received BSSID to perform communication, and wireless AP2 other than the connection switched party deletes the BSSID received.
