PROBLEM TO BE SOLVED: To generate an optional viewpoint image even when the positions or shooting directions of imaging means such as cameras for capturing images in order to generate an optional viewpoint image, or optical systems of the imaging means are different from each other. SOLUTION: An optional viewpoint image generation server 10 is provided with: an image input part 11 for inputting an image and a camera parameter; a light beam calculation part 12 for calculating a light beam to be made incident to the position where the image has been captured on the basis of the input image and camera parameter; a viewpoint information input part 13 for inputting information on a virtual shooting direction and shooting position related to an optional viewpoint image to be generated; a light beam mapping part 14 for calculating the light beam to be made incident to the virtual shooting position on the basis of the direction of the light beam; an image generation part 15 for generating the optional viewpoint image from the calculated luminance value of the light beam; and an image output part 16 for outputting the optional viewpoint image.
