PROBLEM TO BE SOLVED: To enable early detection in case of emergency even when a mobile terminal is outside the wireless communication area. SOLUTION: A system of monitoring user action has a mobile terminal, and a track server that tracks the mobile terminal. The mobile terminal includes a track data generating means that generates track data for tracking the mobile terminal, and a track data transmitting means that transmits the track data generated by the track data generating means to the track server. The track server includes an emergency situation determining means that determines whether or not an emergency situation occurs on a user of the mobile terminal based on the track data received from the mobile terminal, and transmits a notification to the effect that the emergency situation occurs on the user of the mobile terminal. The mobile terminal further includes an indirect transmitting means that carries out communication between terminals via the other adjacent mobile terminal to transmit the track data to the track server when the mobile terminal can not communicate with the track server.
