PROBLEM TO BE SOLVED: To improve confidentiality of communication data of a terminal while using an encryption processing function of an encryption terminal even if the encryption terminal communicates with a non-encryption terminal. SOLUTION: When communication is established between a first terminal having an encryption function and a second terminal having no encryption function, data and communication identification information to identify the communication between the first terminal and the second terminal are received from the first terminal or the second terminal. When the received data is data addressed to the first terminal, the data is encrypted by a first encryption method stored in a data storage unit in association with the communication identification information and transmitted to the first terminal. When the received data is data addressed to the second terminal, the data is decrypted by a second encryption method stored in the data storage unit in association with the communication identification information and transmitted to the second terminal.
