<P>PROBLEM TO BE SOLVED: To prevent a false report as much as possible when reporting that a person to be monitored is in an abnormal condition in a bathroom. Ž<P>SOLUTION: When a mat sensor M is not stepped on again even when a first predetermined time passes after it is stepped on, the state of a power switch S for an illuminating lamp L in the bathroom is checked by an illumination lamp state determination part 9. When the power switch S is on, information to turn off the power switch S is given to the living room. When the power switch S is not turned off even when a second predetermined time passes, it is reported to the outside that an abnormal condition has occurred to a person to be monitored. Thus, whether the abnormal condition has occurred to the person to be monitored is determined by the state of the illumination lamp L in the bathroom even when the person to be monitored forgets to step on the mat sensor M, and a warning is given to the outside when the second predetermined time elapses after the notification is given even when the person to be monitored forgets to turn off the power switch S, and thus the frequency of false reports can be reduced.
